This year’s conference will conclude at the University of Stavanger with the launch of the Atlas of the Offshore World, followed by a keynote seminar by Gabriel Zucman, the world’s leading authority on tax evasion and offshore finance. Following the presentation of the Global Tax Evasion Report in Paris, the Atlas of the Offshore World, an interactive portal estimates on hidden offshore wealth and real estate, will be launched at the University of Stavanger during the closing day of the Skatteforsk Conference. 

The Atlas of the Offshore World, a collaboration between Skatteforsk and the EU Tax Observatory financed by the Norwegian Agency for Development (NORAD), is a first of its-kind web portal with completely new country-by-country estimates on financial and real estate wealth held offshore. The data presented in the portal is the backbone of the Global Tax Evasion Report 2024, a groundbreaking analysis of the dynamics of tax evasion and how to face it.

Is global tax evasion falling or rising? Are new issues emerging, and if so, what are they? Over the last 10 years, governments have launched major initiatives to reduce international tax evasion. Yet despite the importance of these developments, little is known about the effects of these new policies.  

The keynote seminar will highlight the contents of the recently published Global Tax Evasion Report. The report summarizes the work conducted by more than 100 researchers worldwide to quantify the magnitude and dynamics of tax evasion. Among other topics, the report investigates the effects of international reforms – once deemed utopian – adopted over the past 10 years: the automatic international exchange of bank information, in force since 2017 to fight offshore tax evasion; and the international agreement on a global minimum tax for multinational corporations, endorsed by more than 140 countries and territories in 2021, to curb the shifting of corporate profits to tax havens. It also looks at issues that remain unaddressed, such as the persistently low effective tax rates of global billionaires.
