The meeting was organized as part of Skatteforsk’s long-standing dialogue meetings, which bring together researchers and other stakeholders to exchange knowledge and discuss possible collaborations and research ideas.

Hector Ulloa gave an introduction to Skatteforsk and its work. Annette Alstadsæter then presented key research perspectives on capital and wealth taxation in Norway, showing how new evidence has deepened our understanding of hidden wealth, tax compliance, and the strengths and weaknesses of existing rules. Her presentation also pointed to research on offshore assets, hidden property ownership, the tax treatment of dividends and capital gains, and the importance of wealth taxation as part of the wider tax system.

The seminar also included discussion of enforcement challenges across countries and within current tax systems, drawing on both research perspectives and HMRC’s practical experience.
