MSc Public Health, 3rd year BSc-students in Renewable Energy (INA), MSc Natural Resources Management, MSc in Landscape Architecture and MSc in Urban and Regional Planning.
Emphasis will be placed on gaining knowledge and understanding of the Norwegian planning system, based on the Planning and Building Act. There will be a focus on how land use planning has increasingly become a tool for environmental planning and policy-making. The course will discuss the powers and tasks related to planning at the three tiers of governance, i. e. at the level of state, county, and municipality. A central theme of the course is the planning process, democracy and participation. Case studies will be used to illustrate problems and challenges related to planning around issues of public health, landscape, outdoor recreation, biological diversity, water management, reindeer herding cultural heritage sites and climate change.
Planning is a central tool in municipalities, land use management and local development. This course will focus on the planning system and the framework within which it operates. This includes gaining an understanding of levels of governance, actors and processes. The course provide student with an appreciation of what national, regional and local norms and guidelines shape planning activities and the governance of natural resources in Norway. Concrete case studies will be used to provide insights into how different interests are weighed and balanced against one another in the planning system.
