APL108 Introduction to Spatial Planning

The course consists of five sections, introducing the following themes:
The first section, the organisation of spatial planning (planning systems, laws, plans, policies, institutions, cross-sectoral integration).
The second section concerns different ideas of planning, (planning and market, planning as design, planning as rational decision-making), Norway.
The third theme is power in planning, including the actors that influence the result and in which ways, participation and values.
The fourth section concerns the role of planners and ethics in planning.
The last section concerns future challenges for planning in the low emission society and adaptation to climate change.
Students will have an understanding of the ideas underlying spatial planning, its organisation and professionalisation. They will have insight into the power dynamics of planning, and be familiar with societal debates about the role of and future for spatial planning. They will have an understanding of Norwegian spatial planning, seen in an international context.
Teaching methods comprise lectures and presentation of cases for discussion of the themes. The students are given assignments for presentation in class.
The students will find additional litterature and relevant internet resources at Canvas.

Assessment is based on an individual written assignment, approximately 3000 words.
Lectures 18 hours; course reading, group assignments and an individual assignment 102 hours.

Type of course:
The course is structured as 12 weekly lectures an presentation of group assignments.
External examiner will together with the internal examiner participate in the formulation of the assignment as well as the criteria for the assessment.
