About this course

The course consists of a lecture series in the period September-November. Teaching period 2 will be influenced by guest lecturers, seminars and exercises. The group assignment will be handed out in October-November. An indivudal version will be accepted in spcial cases. Supervision and conduction of the work will happen mainly in teaching period 3. Submission in week 4. A one-day compulsory excursion will be held in teaching period 3, or possibly in the period October-December.

Learning outcome

Learn law priviples and processes in connection with expropriation necessary for professionally work with expropriation and public purchase of land.

Give the student an understanding of processes and principles that make him or her qualified to enter discussions where these processes, directly or indirectly, is central - in further studies and later professional work.

Give insight into the ethical problems and negotiation problems that characterise expropriative encroachments.

Give training in professional analysis, synthesis, as well as linguistic and numerical treatment of complex problems.

Give operative knowledge of valuation of real estate in general.

Give practice, in a form of study that is especially relevant to the final part of the studies.

After a short period of time, the student should, professionally and in an ethically good way, be able to work with (conduct) compulsory purchases including:

  • Having a professional attitude towards juridical and compensational problems connected with the relationship between (public) regulations/area encroachments and right of ownership.
  • Knowing and being able to apply the legal and economical standards that concern this field.
  • Being able to evaluate and give qualified estimates of process costs and compensation levels for compulsory purchases.
  • Participating in a professional discussion as mentioned above.
  • Learning working methods and how to handle material. This is of special importance to the final part of the study.

The student is to master the juridical standards for expropriation and neighbours that apply in Norway. This implies the ethical limits that the legislator draws. In addition, the student should gain insight into the communicational and emotional problems that may arise in connection with compulsory purchase - and have heard practical approaches to the solving of such problems.

Students should be acquainted with the ethical guidelines that have been worked out in this trade.

  • Lectures. Seminars/colloquia with a teacher and professionals present. Group work/project/exercises including studies in Norwegian law litterature.
    • By appointment, the teacher is available during the entire course. Teachers are available for supervision an discussions in teaching period. Written comments are given, such as feedback on the group work in connection with the examination.

  • Independent work with assignment (team or individual), A-F. Supervision during the third lecture period. The deadline for submission is the end of week 4. The reports will be evaluated from the students' ability to form relevant problems, to discuss those in a (Norwegian) law methodical way, and to follow up the law conclutions by professional valuation methods.
  • The external examiners participates by evaluating all the candidates' examination papers.

    Discussions about the content of the course and how the course is conducted are fixed topics during the examination conference.

  • The Public Road Agency (Statens Vegvesen) contributes with a guest lecturer and an excursion.
