NOVA PhD Course "State of the Art in International Forest Policy"

Course Description
This postgraduate-level course in international forest policy will provide a general overview of global environmental problems and shifts in governing systems and a deeper understanding of the forest policy challenges facing the Nordic countries. The course is given in collaboration between The North European Regional Office of the European Forest Institute (EFINORD), Centre for Environmental and Resource Economics (CERE) and the Department of Forest Economics, Swedish University of Agricultural Sciences and NOVA.

The course consists of 5 working days of lectures followed by homework assignments. The course is introduced by lectures on the global perspective of forest policy by professor Maria Brockhaus, professor of international forest policy at the University of Helsinki. This is followed by lectures on the European perspective of forest policy by professor Georg Winkel, University of Freiburg and EFI. The course will be concluded with the practitioners’ point of view, discussing how national policies feed into the EU forest policy, by senior advisor Hans Nilsagård, the Swedish Ministry of Rural Affairs. Mr.Nilsagård has been the Swedish government forest policy expert and representative at several of the COP meetings and at the EU level.

Programme Outline
Monday-Tuesday: Introduction to forest policy. Lectures on forest policy and climate change mitigation (REDD) and adaptation, and the political economy of deforestation.

Wednesday-Thursday: Lectures on European forest policy and land use/environmental governance, and the importance of political culture, beliefs and discourses in the European perspective.

Friday: The forest policy practitioners’ perspective – the Nordic dimension in European and international forest policy.
