The research project focuses on the municipal administration, its role according to the Planning and Building Act and its practice when processing applications for making changes in real property like subdivision. Main research question is what role do the municipality have in this process? Is the municipality’s practices in compliance with the legislation?

The project «Changing real property» is a research project on the municipality's role in the process of property formation, like cases of subdivision.

Property formation in Norway «According to the Planning and Building Act section 20-2 and 20-1 letter m, you have to send an application and get approval when you want to subdivide real property. The application should include specific information about the project and be in accordance with the Planning and Building Act and the land use plan. »

Norwegian municipalities have a key role within the process. The public administration handles the application. We know little about how this is being done today:  Who is doing what? What factors are emphasized? Is the municipality’s practices in compliance with the legislation?

Using information from a study of real-life practice allows us to see if the literature and theory give a true picture of the actual situation. It also allows us to investigate if the intentions of the formal institutions correspond with practice. Data about current practice comes from the questionnaire in the research project.
