The agreement was negotiated by Unit on behalf of Norwegian universities and colleges and represents a breakthrough in the ongoing work for open access to research publications.
The negotiations with Elsevier, which we also wrote about earlier this year, lasted through 2018 and on overtime in 2019. The new agreement is in line with the government’s “National goals and guidelines for open access to research articles” and contributes to a modernization and restructuring of research.
The agreement ensures that students and researchers have access to read publications in Elsevier journals. It also ensures that researchers can publish open access without additional costs to the individual researcher. Norwegian research institutions will pay for the open publication of Norwegian research articles in around 1400 Elsevier journals until 2021, thus covering about 90 percent of Norwegian publications in Elsevier journals.
